Edit: I solved it, after uninstalling all my mods, I uninstalled Oblivion and moved it out of Program Files along with all my other steam games and steam files. Reinstalled it and tried again and it worked, ENB's and ENBSeries started working. If I install the mods again and it stops working I'll let you people know for suggestions.
